A lot of level names were different at this point.
PHARCOM Elite Guards was not its own level and was likely part of
Kazakhstan Warehouse District at this point.
Tunnel Blackout
is referred to as Silo Access Tunnels in this while that name is used
for Kazakhstan Mining Tunnels in the final game.
I couldn't
find anything related to the cut Costa Rica and Nepal levels. It seems they
were completely scrapped by this point in development.

Our contacts within US Defense and Interpol confirm the
identities of the terrorists.
We will drop you in after CBDC (US Army
Chemical and Biological Defense Command) operations begin.
Your
targets are Rhoemer, Kravitch, Aramov and Girdeux. SATCOM has intercepted
coded microwave traffic. Rhoemer must have an uplink station in the area.
Assist CBDC if needed. Avoid collateral casualties if possible. Check your
objectives onsite for more information.

You're lucky to be alive. Ten square blocks of downtown D.C. just sank 20 feet into the ground. It looks like Rhoemer had the entire subway wired to explode as part of his escape plan.
It's likely you've cut his time table short, and that he's still down there with you. Aramov and Girduex also remain unaccounted for. Don't let Rhoemer escape that terminal, and be aware that you're now completely cut off from all reinforcements.

Your new orders are to find the viral bombs in Washington Park, set beacons on them, and then protect the CBDC when they come to disarm them. Your primary objective remains eliminating Rhoemer's team. Rhoemer is nowhere to be found, but Girdeux is nearby, probably guarding the final bomb.
Intel indicates there may be other key terrorists in the park as well. Eliminate any you encounter. According to our CBDC contact, the viral bombs in the park are set to detonate within the hour, so speed is essential.

Logan, it should be pretty simple now - take out Girdeux. But check your fire. If any explosives go off in that room, that viral bomb will blow and take out half the eastern seaboard. Also, Girdeux is likely to be wearing full body armor. You'll have to find a weakpoint in his defense.
Don't let your history with Girdeux cloud your judgement, Logan. If you fail, thousands will die tonight. I don't want to see a repeat of Costa Rica.

You must follow him unnoticed and record the meeting. If any guards spots you, the mission will be over. Kill if you have to, but kill silently. After observing the meeting, capture Phagan alive for further questioning.

she gets the information she's looking for. She wants to know about something

You're objectives on this mission are threefold:.plant C4 charges at key locations for delayed detonation, catalog Rhoemer's missile arsenal for further assessment, and disable the base's anti-aircraft capability to allow for pick up on the comm. building roof.
Additionally, be on the lookout for base CO Gabrek. You must eliminate him. Bear in mind, the explosives you're carrying have short fuses to prevent early discovery. Once they're primed, you won't have much time to escape.

Gabe, all the explosive charges you set are primed and ready for detonation. All you have to do now is catalog the SS-23s and get to the roof. As you check each one, I'll be transmiting the firing codes to HQ. So keep your channel open.
The base is definitely on alert now, so you're not going to be able to get back to the surface the way you came. Satellite photos indicate that there's a frieght elevator on the roof, and it's likely connected to the bunker. That's your exit strategy.

Gabe, they've found me, and I'm under heavy fire. These woods are swarming with troops. But I can't take off until you disable the base's radar tracking system, or I'll be shot out of the sky.
Hurry and disable that radar - there's a panel on the assembly itself. Destroy it if you have to. As soon as you do, I'll be able to dust off and get you out of there. Hurry, I can't hold them off much longer.

Stay focused on the mission, Logan. Yes, Lian is dead, but you've got more
pressing concerns. You've got to get out of there on foot now and still arm
those explosives, or her death will have meant nothing. The time for
revenge is later.
The attack chopper they've sent after you is an old Russian prototype Ki-33, built primarily for troop transport. It was never put into production because of it's weak armor plating, necessary for high speeds and heavy payloads. You should be able to take it out if you're careful... and fast.

Surprise, Logan. I'm sure you wouldn't have thought enough of me to hack Agency communication codes, but here we are. I'm sorry about Lian. It was unfortunate that she had to die.

plan all along, but it was a fool's errand. I was already through with that
base... Syphon Filter is the wave of the future. You'd better start running,
hero. The clock is ticking.

Your primary objective is to find Phagan for debriefing. He is likely held in
the catacombs located below the church. In addition to that, Rhoemer's
scientists working on the virus are all onsite. The knowledge they carry is
too dangerous to allow them to live.
Also, this is a humanitarian
mission. The vaccine we've synthesized should counteract the effects of Syphon
Filter, so inoculate any test subjects you come into contact with. Remember,
these men are innocents, kidnapped by Kabanov for experimentation. Do
not allow any harm to come to them.

Your progress is excellent. You've made it to the lower levels of the church. Intel indicates you'll find the entrance to the catacombs in the rose chapel, which is in the west wing. Your orders stand: continue elimination and vaccination procedures and find Phagan.

Logan, you're close to Phagan now, but you have a new obstacle. We've learned all the cells in these catacombs are palm print activated. Also, Phagan is scheduled for execution - method: infection with Syphon Filter.
You'll have to follow the scientist unnoticed and allow him to open Phagan's cell. Once you've retrieved Phagan, immediately evac to the rendezvous point for retrieval and debriefing.

Gabe, we don't have much time. Rhoemer's gone to war, and there's no telling how long Phagan's guards can hold his men back before he finds the backup sequencing computers in the missile silo. The entrance to the silo is in Warehouse 76.
You're also going to have to find Phagan's head of European operations. He's got the codes you'll need when you reach the DNA computers in the silo. And there are several viral carriers in crates down there. Find and tag them for later pickup and disposal by CBDC.

You've got to hurry, Gabe. Warehouse 76 is burning to the ground. The whole place could collapse at any minute. Aramov says you should be able to find a freight elevator that feeds directly into the mining tunnels surrounding the silo. Be careful.

Gabe, you're almost there. According to Aramov, there's a series of mining tunnels you'll have to find your way through to reach the silo.
The whole site has become seismically unstable due to the explosions topside. Watch out for cave-ins, and hostiles. Rhoemer's men have found an alternate route into the tunnels. The place should be crawling with them.

You've done it! The entire power grid for the tunnels is off-line, so the laser fields should be gone. The silo is now running on emergency back up cells, so you'll still be able to access the DNA computers when you get there.
You should have a clear line to the silo from there, if you can find a way out of that power room. And bear in mind, that explosion has likely made the entire site even more unstable. Keep moving.

This is bad, very bad. That Devyatka is primed to launch, and I don't think we can reverse the countdown. Our only hope is that you get the disarm codes directly off the hull of the missile and enter them at a command computer.
If you make it, we can get the Syphon Filter DNA sequences, but if not, I think my being infected is the least of our worries. Hurry, Gabe.
